Reimagining Rhyl’s Coastal Appeal: How Master Planning Reconnected the Seafront with Vibrant New Developments.
Denbighshire County Council appointed ION as the Development Partner for upgrading Rhyl’s Waterfront, with SPACE&PLACE (S&P) collaborating on the Mile Long Master Plan. This plan, unfolding in eight phases, aims to enhance community facilities and introduce new attractions.
To attract a broader customer base and boost the resort’s appeal, ION, S&P, and the Council’s partners worked on an integrated delivery programme. The initial Hospitality Phase redeveloped the Pavilion Theatre, adding a 4,000-seat events centre. This new venue, connected to the existing theatre, hosts concerts, caravan shows, and other events. The project also doubled the adjacent car parking capacity.
The Hospitality Zone introduced a 72-bedroom hotel, a family pub, Class A3 units, and a windsurfing school, along with additional parking. The Family Events Zone featured revamped underground parking with improved access from the town centre to the beach. The iconic Sky Tower was transformed with new lighting, complementing the Pavilion Theatre’s design and serving as a prominent landmark.
Results
Stakeholder consultation was crucial, using innovative methods like live radio broadcasts, interactive website pages, and social media engagement. These approaches ensured transparency and active community involvement throughout Rhyl’s revitalisation process.
